For most people sector companies, modern change is a work in progress, with the difficulty of integrating new networks and privacy and security concerns remaining important restrictions, according to a statement by SolarWinds.
Only 6 % of respondents identify as having completed their digital transformation journey, while the majority of those who are are are are are at least halfway there, with efforts either well underway ( 41 % ) or beginning to implement in some areas with scant improvement ( 42 % ).

The need to protect sensitive data from computer threats and vulnerabilities in monitoring systems are the most pressing security issues today. Participants ranked the general hacking community ( 59 % ) and careless/untrained insiders ( 58 % ) as their top-ranked security threats, emphasizing the need for stronger , enhanced tools, and better access control mechanisms.
AI implementation is also gaining velocity, with advantages like predictive analytics and issue recognition, but problems still linger. More than 33 % of respondents use AI to streamline security processes and improve IT visibility, with the majority of others anticipating implementing it quickly.
Despite this, 4 in 10 respondents are incredibly or very worried about potential like data protection and conformity with AI, making full-scale implementation a meticulous one.
Status of the common sector’s online transformation
The top obstacles facing respondents ‘ digital transformation journey are budget constraints ( 57 % ), data privacy and security concerns ( 56 % ), and integration complexity ( 56 % ). Importantly, education-sector respondents are more likely to identify the difficulty of integration as a challenge.
Over half of the interviewees prioritize improving the observability of systems and processes and advancing modern conversion at a large or very high priority. In contrast, integrating AI into procedures is regarded as a lower priority.
Budgetary constraints ( 28 % ) are at the top of the list of significant barriers to upholding or improving this year. The complexity of the internal environment ( 20 % ) is closely followed.
The main sources of security risks for the Toboggan (state, local, and learning ) audience have remained relatively steady since 2019. But, in 2024, the training viewers saw a change, with the standard hackers community beating careless/untrained insiders as the leading resource of threats.
Current and future situations
In 2024, government ( private ) cloud has taken the lead as the most prevalent environment ( 70 % ), driven by a decline in traditional on-premises data center usage ( 58 % ), which was the most common in 2023 (91 % ). Respondents continue to forecast that will be the most prevalent in the future in line with last year’s prediction ( 48 % ).
Over half of respondents claim that managing their IT environment is extremely or very difficult, but this has decreased compared to last year. Also, less than half feel incredibly or very confident in their ability to maintain it properly.
Cross IT infrastructure issues
The most challenging aspect of managing hybrid environments is ( 73 % ) the federal respondents ‘ top priority. Security issues ( 67 % ), issues with legacy system integration ( 55 % ), and cost concerns ( 51 % ) are also challenges for the majority of participants.
At 51 %, data security and privacy concerns, along with protecting sensitive information from , rank as the leading security issues in a composite IT infrastructure when taken both seriously and as the top priority.
63 % of respondents face challenges with surveillance across multiple conditions, hindering their ability to gain visibility into their organization’s cross IT infrastructure.
